IS FOYER OF PATIENCE A PORTAL TO SLAVERY FOR HAITIAN CHILDREN? New York Times focusses on deplorable living conditions at an "orphanage" by that name in Port-au-Prince to highlight the issue of child welfare in the earthquake-stricken country. In an article replete with references of "officials" and "authorities" and what they "fear" about the situation, the Times gives much attention to anecedotal evidence of abuse, and treats as symptomatic of the chaos of the child protection system that a group of 10 Americans were able to "scoop up" a busload on children in the capitol without any documents.

INTERNATIONAL ADOPTIONS: THE SOUTHERN BAPTIST CHURCH PROMOTES THEM AS A RELIGIOUS OBLIGATION, BUT ARE THEY IN THE BEST INTEREST OF THE CHILDREN OF THE WORLD? Mirah Riben casts a critical eye on a movement predicated on the assumption that there are millions of children throughout the world "languishing" in orphanages who could be "rescued" and brought into "better" (often Christian) homes. This assumption is belied by the fact that many children in "orphanages" are not orphans but have parents who have placed them there temporarily under econonmic stress. Also the international "market" in adopted children overwhelmingly demands infants and very young children, and the bulk of orphanage children are older ones for whom there is little demand.

GOT $30,000? YOU TOO, LIKE ANGELINA JOLIE, CAN "BUY" AN ETHIOPIAN BABY. As Thomas Mountain describes it, Jolie made an unspecified "donation" to the Ethiopian government after she was allowed to adopt a baby from that country. "For sale" babies are in plentiful supply at the going $30k rate. Mostly they are not in fact orphans but those sold at a fraction of that price by desperate parents who sell children to support the rest of their families in the Ogaden section of Ethiopia, an ethnically Somalian region in which the Ethiopian government is practicing systematic genocide.

Pediatric critics of U.S. system of medical care for children are noting that, because Medicaid re-imburses generously for drug prescriptions and meagerly for counseling, most poor children get the former treatment, middle class ones the latter. Dean Baker has a message to deficit hawks about our children being bankrupted by government spending.:.  The economist finds it a fallacy to equate the security of our children to a balanced budget, especially if that balancing is achieved at the expense of providing expanded "social capital" in the form of expenditures for health, education and other aspects of children''s well being.  In this view, a bankrupt America would not necessarily be a country with a large national debt, but certainly would be one in which adults had refused to invest in their children's welfare.

Are minority children without parents better cared for by minority foster parents?  Officials in New York City thought so and, beginning in the early 1990s, embarked on an ambitious project to reform child welfare agencies by placing them in the hands of black and Latino staff, and by encouraging placement of children among minority foster parents.  With the public collapse of one of the largest of these, St. Christopher's, amid many charges of corruption and bureaucratic incompetence,  the program has come under increasing criticism. SOUTH FLORIDA SCHOOLS ARE WELL-PREPARED FOR THE MASSACRE THAT OCCURRED AT COLUMBINE 10 YEARS AGO. Miami Herald survey shows that the schools have made extraordinary efforts to remove the opportunities for a repetition of an event such as that which occurred in the Colorado school; or to deal with such an episode if it did occur.  "Security" measures like electronic weapons monitoring and removing hallway lockers in which weapons could be stored have altered drastically the social life of the high school student, and "quick response" emergency measures have kept schools ready to deal with the earlier incident (if only the next disaster will be like the last one.)

AT ORLANDO'S GATOR LAND, HANDLING OF ALLIGATORS BY CHILDREN IS DESCRIBED AS (ALMOST) PERFECTLY SAFE.  This allegation is made by a Gatorland agent at a Florida legislative hearing on a bill aimed to restore the system of parental "waivers" for liability for injury to children at tourism attractions.  Liability lawyers oppose and tourism business representatives support the restoration of waivers. The Gatorland spokesman was referring to concern with allowing children to handle alligators, actually a "hoot" said the agent, because the mouths of the gators are taped shut by Gatorland employees.
