Although the program was touted as being conducted in a manner of "unprecedented accountability," GAO reports that many states are not prepared to achieve this result, with already inadequate auditing staff being further depleted by the very recession that the program is designed to combat. WITH A HUGE BUDGET DEFICIT ON THEIR HANDS, NEW YORK LEGISLATORS ARE DOING WHAT THEY DO BEST: SITTING ON THEIR HANDS. So asserts an editorial in the New York Times as the state was required to have a balanced budget on April 1 but still is unable to grapple with a $9.2 billion deficit. With both Democrats and Republicans unwilling to touch the lethal rail of tax increases, public services in the state are in limbo as, for example, local school districts must shortly submit annual budgets for voter approval, with little idea of what cuts in school funds will be necessary because of cuts in state spending.

LOCAL TAX ABATEMENT AND LOCAL JOBS CREATION: A DEAL'S A DEAL. Many U.S. corporations are beginning to experience this public sentiment. Given substantial rebates as incentives to locate or remain in a given community, companies have promised to produce a specified number of jobs for local people. With taxes on their minds, Colorado voters just said "No."  With the state turning "blue" for Obama, voters retained much of their "red" fiscal conservatism.  Faced with 14 state measures on the their ballots, they followed a pattern of rejecting all of them that involved increased taxation, including a "feel good" measure for special funding for the disabled that went down by 2-1 margin. New York Times article reports that 40 states, including Florida, have unexpectedly found themselves with tax revenues exceeding expectations, with surpluses that can be "handed out" in the form of property and other tax cuts as well as increased spending on social services.
